When did construction begin?

Refinery
Refinery construction began in June 2008 and be is expected to be completed in the fourth quarter of 2010.

Pipeline
MPL received authority from the Michigan Public Service Commission (MPSC) to build and operate a new 29-mile section of pipeline in Monroe and Wayne counties on June 26, 2007.

Construction is expected to begin in mid-2009, with completion in 2010.
